The Juvenile Welfare Board has released a competitive solicitation for Non-Operating and Capital Projects from 501(c)(3) agencies that currently receive program funding from JWB and whose proposed projects align with at least one of the Funding Priorities. The purpose of this RFA is to make one-time investments for capital projects that increase the agencies’ ability to make property improvements and/or improve operations over the long-term. More specifically, these funds can be used to support capital projects that allow for a new acquisition or the replacement or renovation of a deteriorated capital asset.

- 1. If we have multiple locations under our 501(c)(3), and the one in Pinellas receives JWB funding but we have a capital project in another county, are we eligible to apply for funding for the organizations projects (i.e., Pasco, Hernando)?

No. Per JWB’s Special Act, JWB’s Board Policies, and JWB’s Bylaws, funds are to be provided for services in Pinellas County that will be for the benefit of Pinellas children and families. An organization with multiple locations may apply only for a project that directly supports its JWB-funded program; a capital project benefiting a location or program in Pasco, Hernando, or another county would not be eligible. If a project serves multiple locations, the application must clearly identify the benefit to the JWB-funded program, and JWB will consider the percentage of the project attributable to that program.
- 2. Our organization currently receives JWB funding for an inclusive preschool serving children with disabilities. The preschool provides children with two meals and a healthy snack each weekday, year-round. We are constructing a new commercial kitchen that will prepare meals for approximately 75-90 children enrolled in the preschool, as well as 64 adults with disabilities who reside on our campus. The total kitchen project is approximately $1 million, and we are considering a request of up to $150,000 through this RFA. Approximately 40% of the meals prepared in the kitchen will serve children in the JWB-funded preschool program, with the remaining meals serving adult residents. Would this shared-use capital project be eligible for consideration given that it directly supports the JWB-funded preschool program but also benefits another population? If eligible, are there any requirements regarding how the JWB-funded portion of a shared-use capital project should be calculated or documented? Thank you!

Yes. A shared-use capital project may be eligible for consideration if it benefits the JWB-funded program and clearly aligns with at least one Funding Priority. Because the kitchen will also serve adults outside the JWB-funded program, JWB will consider the percentage of the project attributable to the JWB-funded program. The Application should clearly explain and document a reasonable allocation methodology and show how the requested JWB amount relates to that methodology.
